Are we talking about discs or hubs? Anyway, they all rust as they are made from steel. Perfectly normal for the disc faces to get rusty when sitting unused, particularly if it is raining, or moisture in the atmosphere. A short drive removes the coating of rust. The brake drums will always eventually rust. However, as the friction material is on the inner face, it matters not a jot.

Mine has been fine up until the last couple of weeks. I think its what the local hand car was place are using when they're cleaning my wheels.
